1956 Richard E. Fischer started his employment in Pupil Transportation, started too train school bus personnel since 1959. Was hired in 1956 as a school bus driver by Orange Unified School District, California, at 23 was promoted to Transportation Director for Centralia School District.
In 1970, was hired as Corporate Vice President for Safety, Training Development by ARA School Bus Transportation Services. In that capacity, he oversaw 5500 buses in 11 states and oversaw corporate wide safety and vehicle collision reports, answering all litigation. In 1977, Mr. Fischer founded Trans-Consult, an international School Bus Transportation Consulting firm. He has twice served as Chairperson of the Executive Committee on Pupil Transportation for the National Safety Council, and was a recipient of its Distinguished Service Safety Award in 1996.
Received a letter from President Nixon recognizing his work in establishing National School Bus Safety Week.
In 2004 was the recipient of the National Association of Pupil Transportation Distinguished Service Award and in 2007 received the Hall Of Fame Award.
Has written Training manuals, P.M. Manual, Training Videos to list a few.
